The second amendment speaks to a well-regulated militia. I believe liability fits the definition of well-regulated. I would like to see the issue of gun regulation approached this way. After all, what lobby in Washington DC has more pull than the NRA? Insurance. My suggestion would need to be part of a package of changes. The first step should be reinstatement of the ban on Assault weapons Democrats let expire in 2005.
